Who is considered LEO?

A quick question...who can possess LEO mags? I seen some on sale at Auctionarms and the requirement was the buyer had to provide on letterhead of police department/security company.

So...if this is true, if you work for Joe Blow Security Company can you legally possess LEO only hi caps? Anyone know/have any thoughts on this?

I would think you'd have to be a sworn officer or active duty military.
