I guess you could be right. It's possible someone is holding the sears with the hope that someday ATF will change it's policy on limiting them for FNC's. But as a rational person I can't see that ever happening. You must realize ATF is not consumer friendly. Their purpose is to do whatever they can to limit your access to title II weapons. Their allegiance is to our Orwellian Government, not us. The only way we will see policy change from ATF is if it puts money in someone's pockets there.

For what it is worth, you have it correct.

To my knowledge, there is one dealer in El Paso who claimed to have 10 sears, but was unwilling to discuss selling one to me....this was a conversation I had at a Midland, TX gun show about a year ago.

There is a dealer in Ohio who claims to have purchased a large amount is the past couple of years. He has recently sold several converted guns, but is saving the remainder to try (with a lawyer) to get the ATF reverse on the 2008 SCAR/ FNC sear ban conversion ban. I doubt they will win, but we'll see. He would not tell me how may sears he has...only ALOT. He sold me a sear :)

I believe its all of the above - Dealers are hanging on to sears, hoping for a rule change, or for the value to increase significantly and there's probably not as many remaining sears in existence as originally thought.
