For as long as you've been here you should know the post-sample answer.
The Intratec TEC-9s were all closed bolt, but the pre-82 Interdynamic KG-9s were open bolt semi autos. Same basic gun, the original Interdynamic guns (open bolt KG-9 and the redesigned closed bolt KG-99) were made with open steel tube receivers with no endcap, the bolt and recoil assembly was retained only by the plastic lower receiver. They commonly cracked the lower from the stress against the lower during recoil, especially if 124 grain or heavier ammo was used. When Intratec redesigned the closed bolt KG-99 as the TEC-9, they threaded the rear of the receiver and added the endcap, removing the stress from the rear of the lower receiver and the cracking back there was almost eliminated. Now they just split at the magwell when a case head blows...
Likely the guy is selling a pre-82 KG-9 and is calling it a Tec-9 because the vast majority of folks see that outline and think Tec-9. Pre- January 19 1982 manufactured open bolt KG-9s are "grandfathered" as semi auto pistols, guns made after that date are MGs according to ATF.

Of course it is illegal to convert them to FA after the Hughes Amendment was passed in 1986, but back in the days before then it was a simple matter to file the paperwork and disable the disconnector to get a cheap easy to make subgun. For some reason they command a premium these days, even though actually firing them could crack the frame and render your $1200 pistol worthless.
