Not sure if this is true or not, but in a recent change to BATF FAQ's, see highlighted quote.

I don't think anyone is going to abide by this, not to mention enforcing it is virtually impossible at the individual level.

FAQ DNE LAW, but it does show intentions.

If they are going to enforce that, it's gonna really hurt rental ranges, not to mention movie and tv show production.
Hell, even allowing the Military and Police Departments to test weapons will be impossible!
