Personally, I think its a crock of shit that ATF requires this consent on tax free Form 3 transfers. Whomever makes the call will have to be a party to the transfer (i.e. not you) and will need the name of the other party as well as the serial number. Ocassionally, the model number & mfr info is needed if there's ambiguity in the S/N.
