Case explosions can be traced back to a number of situations..most common is head spacing which can create an out of battery detonation. If the bolt is not completely closed when the round is detonated the weakest point will be the case.
If the round isn't fully seating in the chamber it can fire out of battery. The UZI chambers on the mouth of the case so if this is truly a "brand new IMI" it might just have some trapped cosmoline or some other substance that is keeping the case from chambering fully.
As already stated, pictures would help. When discussing a firearms malfunction the correct terminology is very useful. It keeps us all on the same page. 'Exploding on the bolt face' doesn't help much since we don't know if the bolt has already stripped the round off the top of the magazine or is detonating it as it attempts to strip it. Too many variables without a more exact description or some pictures.
Whatever it is, it can be corrected.
