This is correct. The semi-rim of the .32 makes up the difference.

As noted previously, there are a handful handguns that can switch between the two cartridges with only a barrel change and (sometimes) a change of magazine. Breech face and extractor work fine on either with no modification.
Lotta handguns can swap cartridges with just a barrel change. Trick is you gotta use a similar head diameter. 38 super 1911s to tokarev, tokarev guns to 9mm. 10mm guns to 40, 9mm to 30 luger, etc. As long as the new cartridge physically fits it ships.

For those who are curious about the surplus S&B 32ACP, I chronoed 12rds of it through my Beretta 81FS along with some Geco for comparison.
Geco 73gr FMJ: Average Velocity = 989FPS, Standard Deviation = 19.8FPS
S&B 73gr FMJ: Average Velocity = 1053FPS, Standard Deviation = 11.3FPS

So, it's hot, but not too hot for good quality guns or subguns and it's consistent. The downside is that it's Berdan primed. AIM Surplus also has it for about the same price as Royal Tiger Imports if you want to buy lesser quantities.

The aim surplus 32ACP? The reviews say it is berdan primed but runs. Its cheap, $238/1000. Pretty good for 32.

As much as I love the .32 ACP cartridge, being semi- rimmed creates some difficulties in stacking. After about 12 rounds you will encounter rim-lock in many handgun magazines that are angled. With vertically stacked magazines this is less of a concern.
