With 556 and 9mm setups requiring different hammers, or at least some sort of modification, why doesn't someone make a hammer that works with both?

Murrica, where else.
Probably because a ramped 9mm bolt will work with standar ar hammer and you'll need a 9mm bolt anyway. The problem has been solved already just with a different component would be my guess.

I'm considering an upper, possibly with an integral suppressor.

I very much like where your heads at, That would be awesome. My build was a cmmg upper, dedicated lower, and barrel and no complaints here. Got a yhm dedicated 9 lower awaiting budget freedom for completion :). Do share if you get one!

I thought about a complete build, but since I don't need to swap hammers back and forth, I will probably just get an upper and swap those. Much quicker than swapping hammers.
However, a 9mm SBR with integral suppressor and the new P90 style furniture from Hera Arms would be amazing
