well, it was cut in a manner that would facilitate re-weld. i can't see how that would add any value however as that would be illegal for you or i, and where it would be legal for an SOT to reweld and build a postie, i'd think it would be easier and cheaper to just convert an existing semi.

sounds to me like the extractor hole itself is mis-located. OP, do you know who's bolt it was that was converted?
